Site Development Manager

Position Overview

Reporting to the Terminal Manager, the Site Development Manager will be responsible for overseeing ongoing and scheduled civil construction projects, ensuring projects are completed on-time and within budget. The Site Development Manager will translate commercial and operational requirements into a flexible site development plan for short, medium, and long-term projects.

This individual will play a key role in supporting and enhancing the growth of the organization and will have the opportunity to play a central role in further developing Canada’s leading-edge inland Rail Terminal.

The Responsibilities

  • Define project infrastructure requirements alongside management team
  • Incorporate business requirements into short, medium, and long-term site plans
  • Provide project framework and recommend alternative options for terminal capacity, construction costs, and timing
  • Prepare civil engineering program and project scope, reviewing submissions from consultants and contractors
  • Liaise with various departments to minimize interference between terminal operations and construction activities
  • Oversee contract administration duties and circulate project documentation
  • Oversee site progress and construction activities, lead regular site meetings to obtain updates
  • Manage all budgets for ongoing development projects and recurring site maintenance.
  • Review invoices and payments received from design, supervision, and construction contracts
  • Obtain approvals at key decision points in accordance with internal requirements.
  • Liaise with local authorities regarding approvals for engineering projects
  • Ensure any environmental issues are attended to according to company mandated policies and local codes, as they relate to projects

1st Year Successes

  • Learn and assess the operations, site, and the overall facilities
  • Prioritize the construction projects for next 1-3 years
  • Work with leadership to establish long range game plan and future growth


Professional Experience and Qualifications

  • 5+ years of experience in civil and infrastructure projects, preferably including railroad works and multi-disciplinary projects
  • Civil Engineering Degree from an accredited University
  • Eng designation is preferred
  • Experience preparing budgets and excellent understanding of managing all financial and operational aspects of complex projects
  • Ability to lead one or more teams through all phases of a project
  • Planning, monitoring, and reporting experience with Primavera/Microsoft Project, proficiency in Microsoft Office
  • Working knowledge of AutoCAD is an asset
  • Knowledge of application labour codes, building codes, fire codes, and Environmental regulations
  • Proven and effective lease and service contract negotiation skills
  • Occasional travel between Ashcroft and Vancouver is required
  • Valid class 5 driver’s license
