HSSE Manager


The HSSE Manager is a full-time position based in Ashcroft, BC. The HSSE Manager manages all health, safety, security, and environment related activities for Ashcroft Terminal for both locations in Ashcroft and Vancouver. Ashcroft Terminal is part of the PSA Group, the leading global container terminal operator.

Reporting to the Assistant Terminal Manager, the HSSE Manager is primarily responsible for providing HSSE leadership within ATL, developing and maintaining ATL’s HSSE management system, evaluating and monitoring HSSE hazards, and developing and implementing safety programs. The HSSE Manager supports initiatives that impact change and have an innovative approach to health and safety program development. The HSSE Manager is responsible for ensuring that ATL has implemented and is using best practices with respect to HSSE. It is expected that the role, responsibilities and duties of this position will evolve over time as business operations grow.

As Ashcroft Terminal is part of the PSA Group, with global headquarters in Singapore and regional headquarters in Antwerp, Belgium, the HSSE Manager has access to a team of experts that will provide support for the specifics of HSSE needs for the container terminal business.


HSSE Leadership & Planning:

  • Provides HSSE leadership and develops and maintains ATL’s HSSE management system
  • Supports ATL management in developing a culture of safety and champions the cultural awareness of HSSE as part of our core values
  • Collates, analyses and reports on HSSE data to improve HSSE performance and recognize emerging HSSE risks and performance gaps
  • Finds ways to overcome complex, non-routine problems during the implementation of HSSE performance improvement programs
  • Develops daily, weekly, monthly and annual HSSE plan and strategy
  • Works with operations team to set and attain HSSE goals
  • Develops and maintains ATL HSSE policies, procedures, SOP’s, and JHA’s
  • Ensures compliance with Federal and Provincial legislation
  • Provides HSSE communications to site crew through various channels, including toolbox briefings
  • Identifies risk factors associated with the various roles and work with the operations to develop strategies to minimize those risks
  • Coordinates inspections and investigations, ensuring all documentation is complete
  • Reviews and assesses incident reports and investigation reports for quality, underlying causes, and appropriate corrective actions
  • Support learning from incidents and near misses
  • Supports the implementation of policies and procedures, special projects, transformation initiatives, and enhancements
  • Responsible for Co-chairing Joint Health and Safety Committee (JH&SC), coordinating and participating in meetings, walk throughs, JH&SC training, and ensuring corrective action
  • Responsible for overseeing first aid program and emergency response program
  • Monitors HSSE trends and technologies and researches, manages and monitors evolving business requirements for HSSE
  • Manages WorksafeBC claims
  • Researches and evaluates solutions for PPE
  • Organizes HSSE management system internal audits
  • Supervises Safety Advisor
  • Assists management with additional ad hoc HSSE duties as required
  • This position will be expected to take on other duties and responsibilities, as required and as the business necessitates, on an occasional or on-going basis


  • Develops and facilitates HSSE training for employees
  • Manages training tracking and monitors renewal dates for certifications
  • Prepares and updates training manuals
  • Ensures new employees receive all required training


Education Requirements:

  • Bachelor’s Degree in HSSE or equivalent
  • Holds a certificate or is eligible for either a CRSP or CSP certification (Certified Safety Professional)

Experience and Knowledge Requirements:

  • 5+ years progressive HSSE experience
  • Minimum 1 year recent experience leading the HSSE function
  • Experience delivering innovative solutions through HSSE program design and resource development
  • Experience working in HSSE within transload operations in industrial sites is an asset
  • Working knowledge of Federal and Provincial HSSE legislation
  • Working knowledge of OHSAS is an advantage

  • Must have valid class 5 drivers license
  • Travel between site locations and within the region and beyond is required
